New Era of Emergency Response

County Celebrates Completion of Emergency Operations Center and Regional Fire Communications Center

Santa Barbara County officials and public safety partners gathered on December 9, 2025, at 4406 & 4408 Cathedral Oaks Road in Santa Barbara to officially cut the ribbon on the newly completed Emergency Operations Center and Regional Fire Communication Center Building expansion.  This milestone marks a new era in emergency response for the region.

The Regional Fire Communications Center (RFCC) dispatches emergency calls for all seven local fire agencies and American Medical Response (AMR), fulfilling a long-term goal to centralize fire and Emergency Medical Services (EMS) dispatch, streamline response times, and improve coordination during emergencies.

“This facility embodies years of planning, collaboration, and commitment across city and county agencies,” said Chair of the Board of Supervisors, Laura Capps. “We now have a modern, unified dispatch center that sends the closest available help, regardless of jurisdiction. This is a major step forward in public safety for everyone in Santa Barbara County.”

The new Regional Fire Communications Center now handles dispatch services for the Santa Barbara County Fire Department, Carpinteria-Summerland Fire Protection District, Santa Barbara City Fire Department, Montecito Fire Protection District, Lompoc Fire Department, Guadalupe Fire Department, Santa Maria Fire Department, and American Medical Response. Dispatchers at the RFCC are trained Emergency Medical Dispatchers (EMD), equipped to provide life-saving pre-arrival instructions, including CPR, while help is in route.

“The vision for the Regional Fire Communications Center began years ago through collaboration and hard work with our Operational Area partners. The unified approach of the Operational Area Fire Chiefs—delivering service regardless of jurisdictional boundaries—has been the driving force behind this accomplishment. Today, that vision becomes reality, and this center represents what we can accomplish together for the people of Santa Barbara County,” said Santa Barbara County Fire Chief and Fire Warden Garret F. Huff.

The project also included an expansion of the existing Emergency Operations Center, creating a new expanded Joint Information Center and Call Center to support the communication needs of Santa Barbara County residents during emergencies.

The Emergency Operations Center is activated during emergencies, this includes during large scale events, evacuations, or in-preparation for in-coming storms.  The Joint Information Center serves as the hub for collaboration across multiple agencies to ensure streamlined coordination to support the gathering, verification and dissemination of accurate, accessible, and timely information to the public. Additionally, the Call Center expansion greatly enhances the County’s ability to provide the community with information and answer questions during a disaster.

“Emergency response is a team effort involving multiple agencies, and this expansion gives us the space and resources to bring together decision-makers, responders, and communicators under one roof to work more efficiently to better serve the public,” said Kelly Hubbard, Director of the Office of Emergency Management.

San Jose Creek Multipurpose Path Construction Underway

Path Will Enhance Goleta’s Active Transportation Network

The City of Goleta is pleased to announce that construction on the San Jose Creek Multipurpose Path Project began December 15, 2025. This project will tie into the already completed portion of the path located between Armitos Avenue and Hollister Avenue in Old Town which connects Jonny D. Wallis Neighborhood Park, the Community Garden and Armitos Park. The project will create a direct, continuous route for bicyclists and pedestrians from Calle Real to commercial and residential areas within Goleta Old Town, and to the existing Class I Atascadero Creek Bikeway, providing access to Goleta Beach Park, the University of California, Santa Barbara (UCSB), and the City of Santa Barbara. Construction this winter will take place along the segment of the path that follows San Jose Creek from Calle Real to Jonny D. Wallis Neighborhood Park. Work will begin with the removal of vegetation and trees to prepare the site for path construction. After this initial phase, construction will pause for the remainder of the winter and resume in spring 2026. All work will be conducted in accordance with the project’s environmental permits.

As part of the path’s environmental restoration, trees and vegetation will be removed in accordance with all applicable permits. For every tree removed, multiple new trees will be planted. In total, the project will include over 330 new trees and restore 2.8 acres of land (approximately the size of two football fields).

Mitigation planting will take place along the path, including sites at:

  • San Jose Creek at Jonny D. Wallis Neighborhood Park
  • Old San Jose Creek near Ekwill Street
  • Devereux Creek within the Ellwood Mesa Open Space Preserve

This path will enhance Goleta’s active transportation network making walking and biking easier, safer, and more connected throughout the community.

City Awarded Bicycle and Pedestrian Safety Grant

The City of Goleta is pleased to announce it has received a $64,429 grant from the California Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration to support its Bicycle and Pedestrian Safety Program. This grant will be used to help promote safe practices for pedestrians and bicyclists and provide education about the importance of sharing the road.

“We are excited to receive this grant, which will allow us to expand our bicycle and pedestrian safety program,” Autumn Glaeser, Assistant Public Works Director said. “By focusing on education, awareness, and promoting safe practices, we aim to reduce crashes and prevent injuries. Ultimately, we’re working toward building more walkable and bike-friendly neighborhoods where everyone can travel safely and confidently.”

Grant funds will support a variety of activities focused on bicycle and pedestrian safety:

  • Community bicycle and walk events.
  • Bicycle training courses that educate youth on safe riding behaviors.
  • Helmet fitting inspections and distribution of helmets to those in need.
  • Community and school education presentation, including safety presentations specifically addressing E-bike safety.
  • Develop a standardized E-bike education program for schools.
  • Community bike rides that encourage and teach riders safe riding skills.
  • Walking field trips or on-foot safety training with an effort to reach youth.
  • Pop-up events that promote the importance of visibility on roads with safety equipment such as reflective armbands/leg bands and bicycle headlights/taillights.

“Through safety programs and strong partnerships, we are working toward a future where everyone walking and biking in California can travel safely,” OTS Director Stephanie Dougherty said. “By supporting projects that encourage people to prioritize safety in their daily choices, we are creating a strong road safety culture together.”

The grant program will run through September 2026.

E-Bike Safety Awareness Week Jan. 19-25

E-bikes are an increasingly popular way to get around town as there are many benefits to riding one, however, it’s important for users to understand how to safely operate them, and for drivers to know how to share the road. Therefore, for the fourth year in a row, the City of Goleta is bringing attention to the importance of e-bike safety by proclaiming a week in January as E-Bike Safety Awareness Week. This year it will be January 19 to 25, 2026.

Here is what we have planned:

On Tuesday, January 20, at 5:30 p.m. the Goleta City Council will issue a proclamation for E- Bike Safety Awareness Week to MOVE Santa Barbara County. Throughout the week, MOVE representatives alongside City staff, Cottage Health, and California Highway Patrol, will be at several local schools conducting E-Bike Safety Awareness outreach activities. Thank you to Goleta Valley Junior High, Dos Pueblos High School, and San Marcos High School for partnering with us to make students more aware of what they need to do to be safe while riding an e-bike. Additionally on Saturday, January 24th, MOVE will be hosting an e-bike skills class and group ride at GVJH, open to the public. Stay tuned for more information.

A great resource for all e-bike riders is the California Highway Patrol’s online e-bike safety and training program required by AB 1946 to provide information on safety, emergency maneuver skills, rules of the road, and laws related to e-bikes. The online program features tutorials, videos, a quiz, and other interactive elements. MOVE will be sharing additional resources with students and community members during outreach activities and on social media. 

Every year there are e-bike related crashes with serious injuries and even fatalities. According to the California Highway Patrol (CHP), there were more than 9,600 bicycle-involved crashes in California in 2022, 225 of which involved an e-bike (an increase over 80 the prior year) and four of which resulted in fatal injuries. In Santa Barbara County in particular, there have been 1252 crashes involving bicycles between 2019 and 2024, 10 of which were fatal, according to the Transportation Injury Mapping System (TIMS) developed by UC Berkeley. 

Steps you can take to make sure you are safe while riding an e-bike include:

  • Checking your battery, brakes, chain, and tire pressure before you ride.
  • Wearing a helmet and visible clothing whether you are a rider or passenger.
  • Watching your speed by riding slowly and respectfully on multi-use paths or where pedestrians are present.
  • Riding predictably, using hand signals and keeping eye contact to communicate your movements with other vehicles.
  • Avoiding texting, talking on the phone, or listening to loud music while riding.
  • Obeying traffic signs, signals, and roadway laws just as cars are required to.

While the focus now is on the holiday season, Independence Day will be here before you know it! That’s why the City of Goleta is looking for sponsors NOW to help make the upcoming 2026 Fourth of July Drone Light Show even bigger and better than its inaugural year. To make this FREE event possible for our community, we need sponsors to step up.

“Ellwood Mesa: Beyond the Bluffs” Free Screening January 7

Short Film Shows at 6:00 p.m. at Camino Real Cinemas in Goleta

If you missed the premiere of the short film Ellwood Mesa: Beyond the Bluffs at the Wild and Free Film Festival in Goleta on November 16, 2025, or just want to see it again on the big screen, you will have another opportunity! Join us for a free screening of the 23-minute-long film on Wednesday, January 7 from 6:00 to 7:00 p.m. at Camino Real Cinemas (7040 Market Place Drive). Following the screening, there will be a short Q and A panel. View the film trailer here. Since there is limited capacity at the theatre, it is recommended that you arrive by 5:30 p.m. The City will be handing out free movie postcard souvenirs while supplies last.

The film was created as part of Ellwood Mesa’s 20-year anniversary of when the land was saved from development and officially turned over to the City of Goleta to be preserved as open space. The story was a natural fit to be included in the first Wild and Free Film Festival in Goleta which featured films that celebrate adventurous, diverse, and environmentally conscious storytelling from around the world.

The City was pleased to partner with Paradigm Pictures and Ellwood Friends to put together this short film. We recognize that there are so many more historical details, stories and people not included in this short film that are a part of Ellwood Mesa’s incredible story. It was a tough decision again this year, but a panel of three judges from the City selected the following winners for our 3rd annual Window Decorating Contest:

Community members voted for the People’s Choice Award by viewing photos of the participating businesses on the City’s social media accounts (Facebook, Instagram and X) or through an online photo album and letting the City know their top choice by leaving a comment or sending an email.

A big shout out to three amazing community volunteers — Peichi Waite, Matt Martins, and Arielle Goodson — for leading the effort to paint and decorate a vacant Old Town window storefront ahead of the holiday parade. They did a great job!

Another Wonderful Old Town Goleta Holiday Parade

Congratulations to the Greater Goleta Santa Barbara Lions Club for putting on another memorable Goleta Old Town Holiday Parade! It took approximately 80 volunteers and well over 1,000 volunteer hours to pull off this festive event on December 6th. About 2,000 people lined Hollister Avenue on this beautiful evening and were entertained by 78 parade entries with 1,400 participants.

Mr. James Marchiando was honored as the parade Grand Marshal. Mr. Marchiando proudly drove his 19594-30 John Deere tractor, pulling a 20-foot trailer carrying several of his children, grandchildren, and great-grandchildren – celebrating four generations of local family heritage.

The City of Goleta was pleased to participate once again this year. Thank you to the Goleta Valley Historical Society (Rancho La Patera & Stow House) for inviting the Goleta City Council and their family members to ride in the parade on its vintage wagon. The Goleta Valley Library Bookvan also cruised the parade route as did Goleta staff with a www.GoodLandGoodShopping.com banner to promote shopping local this holiday season. New Goleta Business Guide

The City of Goleta is leveling up its support for entrepreneurs with a brand-new Goleta Business Guide and refreshed online tools. Goleta is proud to be a business-friendly city, offering an efficient approach to licensing, resources, and support for entrepreneurs. View the new Business Guide here.

The new Business Guide provides step-by-step assistance for starting and expanding a business—from planning and selecting a business structure, obtaining licenses, finding the right location, and connecting with local business networks. The City also encourages entrepreneurs to contact the Planning and Environmental Review Department before signing a lease to make sure the zoning allows the intended business use—because even the best location won’t work if it’s not zoned for your dream business!

Goleta’s pro-business environment includes:

  • Lower business license fees: During the 2024 User Fee update, the regulatory general business license was reduced from $250 to $141, and if your business location is outside City limits, the fee is now only $58. Special business licenses have varying fees.
  • One-year Old Town fee waiver: Old Town businesses can take advantage of a one-year business license fee waiver until February 28, 2026. For eligibility and more information, see our webpage here.
  • Business recognition program: Celebrating local businesses and their contributions to the community. If you know of a business that deserves to be recognized, submit your nomination here.
  • Business directory visibility: Businesses with a physical location in Goleta and an active business license are eligible for a complimentary listing on GoodLandGoodShopping.com, the City’s online business directory. Businesses can update their listing at any time to help residents discover local services, shops, and restaurants. In addition, through the City’s #GoodLandGoodShopping campaign, Goleta highlights a different local business each week on its social media channels. These spotlights help showcase the diverse shops, restaurants, and services in our community. Business owners and residents can submit spotlight suggestions by emailing PIO@CityofGoleta.org.
  • Competitive tax environment: Goleta does not charge a general business tax. and we do not have other business-related taxes, such as a utility users tax or a gross receipts tax. For many businesses, this means overall startup and ongoing operating costs are lower compared to neighboring jurisdictions.
